In his report, Mitofsky suggested a complex mechanism for his theory about why the poll had predicted a Kerry win—his idea that Kerry voters were slightly overrepresented among respondents. Exit polls are conducted by an army of interviewers—usually people looking for a good short-term job, including many college students—who are stationed at preselected voting precincts across the nation. Because the accuracy of any poll depends on its respondents being chosen randomly, each of the interviewers that Mitofsky hired was assigned a number, from 1 to 10, that represented the “rate” at which they were supposed to approach a voter leaving the polls. An interviewer given a rate of 1 had to try to interview every single voter who left a polling place; an interviewer with a rate of 10, reserved for large precincts with many voters, was expected to approach only every tenth voter for an interview.
